The father of an Illinois woman killed by an illegal immigrant in a DUI crash has issued a warning to Americans amid tougher enforcement of driver’s licenses.
During Wednesday’s gubernatorial debate in California, Democrat Katie Porter said she would “fight” the Trump administration after being asked whether English proficiency should be strictly enforced for truck drivers.
His comments come amid a spate of deadly incidents involving illegal immigrant drivers, including Harjinder Singh, who allegedly made an illegal U-turn on the Florida Turnpike in August, causing a crash that left three dead, according to the Department of Homeland Security.

Joe Abraham, whose daughter was killed by an illegal immigrant drunk driver, warned Americans in an interview with Fox News Digital about the dangers of allowing illegal immigrants to obtain driver’s licenses – commercial or otherwise – without proper testing.
“What is happening is that the results are similar to my family’s suffering right now. So you remove these guardrails, you remove the federal law and put in place no real process, the best process to understand who is coming into our communities. Were they tested, were they not? Were they tested for health? No, the boy who killed Katie had HIV, no one even identified him until he was arrested,” he said.

Abraham’s daughter, Katie, died in a drunk driving accident involving an illegal immigrant in 2025 in Urbana, Illinois. Julio Cucul-Bol, an illegal immigrant, was sentenced to 30 years in prison after crashing his car and fleeing the scene.
“Let’s look at where those cracks are and tighten them up. But if you have a process, and I’ve been talking about this since Katie died, you can’t just say, everybody’s my neighbor,” he said.

Abraham said that at the very least, knowledge of the English language should be a requirement.
“It seems that you are really smart, and I know that our politicians today are fighting with common sense. I don’t know if they are trying to surpass their mind or if it is just common sense and power. But it seems to me that if you are on the road, you should not only know the language and be able to read the signs and understand the flow, but you should be matched in some way,” said Abraham.

The Illinois resident said her daughter was a “beautiful person” with a sharp mind.
“He was a very personable person. His personality was very attractive, he made everyone feel seen, heard, cared for, compassionate, good-natured. He loved the water. He was a water polo player. He was a competitive swimmer. He did that in high school. He had his whole life ahead of him. And look, you know, like a sponge, he was soaked in life, so we only had a lot of 20 shows. Those of us who were, you know, just passed because of reckless policies,” he added.
