An Arizona school board member is seen making a Nazi salute at a public meeting

An Arizona school board member is facing calls to resign after she appeared to give a Nazi salute during a controversial public meeting before later comparing the board president to a dictator and saying, “All I could think about tonight was Hitler.”

Video from the Deer Valley Unified School District Board meeting on May 26 appears to show board member Kimberly Fisher raising her right arm and saying, “Heil, heil” during an argument with board President Paul Carver Jr.

The discussion took place towards the end of the meeting during a disagreement over the organization of a public study session related to the regional boundary negotiations.

According to the video of the meeting, Fisher denied that the meeting was held in the afternoon, saying that members of the community would have trouble attending.

“The purpose of having a study with our community is that we can get their opinions and you can hear our discussions,” said Fisher during the meeting.

Carver later said he moved to postpone the meeting because the discussion involved an item that was not on the posted agenda and could raise concerns under Arizona’s Open Meeting Law.

“The reason for seeking the postponement was that, since the question turned into a discussion about something that was not on the list, the board was moving into an area that could be considered a violation of the Arizona Open Meeting Act,” Carver said in a Facebook video posted after the meeting.

Carver said Fisher acted and commented after the motion to adjourn.

“The important thing about this document is that there is a sound that may have had a reason to say that speech because he feels that I am a dictator,” said Carver. “I was just following the laws of the state of Arizona.”

He added that “it is never right to do those actions and make that statement with those signs in any place.”

The incident drew criticism from district officials who said Fisher was independent and did not represent the views of the district.

“The district does not encourage, condone, or condone gestures or language associated with hate, discrimination, intimidation or violence of any kind,” Deer Valley Unified School District said in a statement. “Such actions do not reflect the intent or opinion of the Deer Valley Unified School District.”

The district added that “Fisher’s comments and actions do not reflect and should not be directed at other board members, staff, other members of the school community or the District.”

The Deer Valley Educators Association also condemned Fisher’s behavior and called for his resignation.

“DVEA is shocked and dismayed to see DVUSD Board Member Kimberly Fisher deliver a Nazi slur at the board meeting on Tuesday, May 26, 2026,” association president Kelley Fisher said in a statement.

“Any leader who uses a Nazi salute at a School Board meeting is unfit to serve the public. There is no excuse for this behavior. Kimberly Fisher must resign before she does more harm to our students and the community at large.”

Hours after the meeting, Fisher posted a live stream on Facebook where he reiterated his criticism of Carver, again describing his leadership as authoritarian.

“We’ve been living or working under a dictatorship for a long time,” Fisher said.

He also accused Carver of acting like a “dictator” and urged voters not to support him in the upcoming election.

Towards the end of the live stream, Fisher appeared to link his thinking during a meeting with historical dictators.

“What was it? Pol Pot, you know, was the worst dictator I ever heard of,” Fisher said. “All I could think about tonight was Hitler.”

Fisher did not directly address the gesture or comments from the meeting during the live broadcast.

In a separate video posted on social media, Carver said members of the public asked why the board was not taking action against Fisher. He said Arizona law limits the ability of school boards to punish elected members.

“I need the public to understand that in the state of Arizona, the school district and the board do not have the ability to discipline board members,” Carver said.

Carver called Fisher’s behavior “rampant and repetitive” and said his actions were “completely unacceptable and unprofessional.”

The Deer Valley Unified School District serves more than 33,000 students in northern Maricopa County, including the northern communities of Phoenix, Glendale, Peoria, Cave Creek and New River, according to the district.
