The Maryland email merger has prompted Republicans to call for an audit of voter rolls

The consolidation of Maryland’s primary ballots has renewed Republican calls for an overhaul of the state’s voter rolls after some of the first 400,000 voters who requested a superstore ballot received the wrong party vote this weekend.

The Freedom Caucus of Maryland wants state election officials to release Maryland voter rolls to the federal government for analysis after a vendor error forced the state to return thousands of primary ballots.

“The Maryland Freedom Caucus is calling on the Secretary of the Board of Elections, Jared DeMarinis, to immediately release the Maryland voter rolls to the federal government for a thorough investigation to determine the sources of error,” the caucus wrote in a statement. “We warn that we may issue another 400,000 ballots and we want to know how the state intends to distinguish between the first and second printing of these ballots.”

“Citizens have the right to know how the votes will be processed,” the statement continued. “Since there are 400,000 duplicate votes, we need to be sure that there is one vote, one person.”

The group said it made a mistake that undermined confidence in the June 23 election, pointing to Democrats and the State Board of Elections.

“Maryland Democrats and Board of Elections officials have proven once again that they are masterminds of voter suppression tactics in the state of Maryland,” the statement read.

“After it was revealed that approximately 400,000 ballots were mailed incorrectly, voters who received these erroneous ballots will get a second ballot, according to the state. Many people’s mail-in ballots may have been mistakenly sent using an old ballot and their vote was suppressed due to the negligence of the Maryland Board of Elets.”

Maryland Elections Commissioner Jared DeMarinis said Friday the state is “working hard” to eliminate doubts about the accuracy of the process.

“E-mail voting is an important part of the election process,” DeMarinis wrote in a statement. “With more than 500,000 voters requesting mail-in ballots, we want to dispel any doubt about your integrity or accuracy; that’s why I’ve arranged for more ballots to be sent out.”

“Please be assured that we are answering phone calls and responding to emails and we will remain transparent as we move through this situation,” he added. “We will do everything we can to ensure that everyone involved knows the status and how to vote. Every vote counts, your voice will be heard, and our elections will remain verified, open, transparent and secure.”

Taylor Print & Visual Impressions (TPVI), Inc., the seller, acknowledged the error and apologized.

“Part of the electorate received voting packets intended for a different part of the electorate,” the TPVI Election Services team wrote in a statement. “We understand the seriousness of this matter and the importance of accuracy and trust in all election-related communications.”

Notably, “all ballots will be mailed by 5/29/2026,” according to the seller, leaving it up to recipients to destroy the original ballot they received: “Voters should safely dispose of or destroy the original ballot materials they received and only use the replacement ballot sent in the new mail.”

“There is no risk of duplicate voting due to this issue,” TPVI said in a statement. “Election officials have safeguards in place to ensure that only prepared ballots submitted by post will be accepted and counted.”

The error affected ballots that were requested and mailed before May 14, more than a month before the June 16 deadline for voters who want ballots to be mailed. Voters who requested web-delivered ballots – which can be downloaded, printed and mailed – were not affected.

This latest issue only increases scrutiny of the integrity of Republican elections in the state. The Republican National Committee has already been busy pursuing the state’s voter rolls, suing in December that Maryland failed to properly store ballots and comply with the organization’s transparency requirements, pointing to registration numbers that plaintiffs say are incredibly high.

“Marylandians deserve to have confidence in their elections and know that their state is keeping a record of their voter names,” RNC Chairman Joe Gruters wrote in a statement. “The State Board of Elections failed to do its job and remove ineligible or deceased voters from its rolls. Marylanders have a right to an accurate vote, which is why the RNC is suing today.”

The complaint also alleged that at least two of Maryland’s most populous counties have more voters than citizens older than 18, with some counties reporting registration rates above 95%, despite Census data showing Maryland’s county registration rate at about 75.6%.

The RNC argued that federal law requires states to update voter rolls, remove improper registrations and allow public inspection of voter registration records, complaining that Maryland has failed repeatedly. The case follows similar action in Hawaii and New Jersey and public records requests filed last year in nearly every state.
