Two Tampa police officers resigned after an investigation into allegations they slept with a 911 dispatcher on the job.

Several Tampa police officers resigned recently after being accused of eyeballing a 911 dispatcher or, as he is officially referred to, a similar emergency communications officer.

An investigation into allegations that three officers had sex with an emergency communications officer while on duty concluded that officers Nevin Morales and Ryan Fagan violated multiple police department policies, according to the Tampa Bay Times.

The law enforcement certificates for both officers were sent to the Florida Department of Law Enforcement for review in April, which reportedly could lead to those certificates being revoked.

The investigation was briefed by officials and Tampa police and released following a public records request. It says an investigation has been launched after a complaint was made to the department’s Professional Standards Bureau.

The suspect, who has not been named, said the three police officers met with an unnamed emergency communications person to have sex while on duty. The classic story of a complaint from someone who didn’t get an invite? It’s hard to say.

It could easily be someone doing the right thing. Someone who isn’t willing to let romance decide right from wrong. I have a feeling we’ll never know the real motive behind this, but that’s not the focus here. Let’s get back to the investigation.

The driver, who is not known how he was employed in the city based on the summary of the investigation, admitted that he met Morales sexually on July 22, 2025. He says that the two rode in an SUV.

Communications between the two were also revealed and investigators say he wrote, “The best place I can do now is that I have more room in this new car.” After that, according to the operator, he showed up in a Ford Explorer which was not his usual car.

Morales denied the allegations during an interview with investigators. He denied that he ever got into his car. He also told them that he did not remember sending the message and that it might have been taken out of context.

Unfortunately, investigators say the manager saw the operator in his SUV and noted that he was unable to explain the alleged message or how it could be taken out of context.

When Fagan was interviewed, investigators said he admitted to “personal intimacy” with a co-worker, but did not view it as sexual. The investigators did not agree and pointed to the sex messages the two sent to each other.

Fagan is also accused of leaving the special assignment, which was two kilometers from where he was working, idle and putting his body camera in sleep mode. Both officers have been placed on leave pending an investigation.

Fagan resigned in February, according to the Tampa Bay Times, and Morales in March. Regarding the third police officer accused of having a sexual encounter with one person, the investigation has been accepted and is still ongoing.

“The whole case was weird,” said Brandon Barclay, president of the Tampa Police Benevolent Association. “I think a lot of it was poor judgment.”

Well said. Romance can lead you down a path of poor judgment if you’re not careful.
