What does AI Data License Authorization mean?

A judge recently approved a $1.5 billion settlement that imposes huge legal costs on one source of artificial intelligence tutorials: books eaten by animals.

The judge himself ruled that training Claude with legally obtained books should be used properly. The deal covers 482,460 works and is expected to pay about $3,000 per work, which is a much smaller group than the more than 7 million pirated books identified in Anthropic’s library.

His company uses a rewards platform built on agreed data sharing, and he says the settlement is a clear sign, however, that the market for human data could grow to a market worth $1 trillion or more by 2033.

Two decades ago, Novaes says, the deal was easy. Platforms collect user activity, train intelligent systems on it, and users get free product in return. That provision is now under legal pressure not only in the United States but in Germany and other jurisdictions that use stricter consent standards, echoing how GDPR reshaped data privacy years ago.

The practical impact is evident in the license agreements that have already been signed. The company Reddit Inc NYSE: RDDT it has reportedly licensed its user-generated content to Google for an estimated $60 million a year – an income stream built entirely on comments and forum posts it owns.

Models Still Require Millions of Man Hours

Large language types are still visible, and Novaes says that closing that gap requires special human input rather than raw Internet text. Companies now pay subject matter experts, from physicists to doctors, to refine model responses through a process known as reinforcement learning from human feedback. Mercor, a marketplace that connects specialized workers to AI labs, reportedly grew from $1 billion to $2 billion in annual revenue in the first four months of this year, according to Novaes.

Robots add another layer altogether. Training a robot to fold laundry or change a tire requires millions of hours of what Novaes calls egocentric video: first-person video of them doing exactly that task. Company Meta Platforms, Inc NASDAQ: META took a 49% non-voting stake in Scale AI for $29 billion last year to help meet that demand, a deal that also reportedly called Scale some of its customers a border lab because of data privacy concerns.

The company Cloudflare Inc NYSE: NETwhich predates the rational sharing of the web, will begin blocking mixed-use AI searches on ad-supported pages automatically starting September 15. That forces AI labs to separate search index from model training and agent traffic, giving publishers new power to charge for content that bots previously battled for free.

Novaes sees this as part of a wider pattern: courts, regulators, and infrastructure providers are coming together in a common vision. Consent and data compensation have become the norm, not the exception. A similar lawsuit brought by a coalition representing nearly 400 newspapers sued OpenAI and Microsoft in June 2026, alleging that their content was copied without permission or compensation. Novaes does not expect the pace of these conditions to slow down.

For investors, Novaes is framing the data supply chain as the final piece of the pick-and-shovel trade that began as The company NVIDIA NASDAQ: NVDA chips and expanded into power and rare world names. The data layer, he argues, is a piece the market hasn’t fully bought into.

Novaes points out SpaceX NASDAQ: SPCX as a cautionary tale. By the time many retail investors got the chance to buy, the company was valued at $1.75 trillion, and most of the profits had already gone to the early backers. He argues that Anthropic and OpenAI are following a similar trajectory, as valuations are said to jump from around $300 billion to $1 trillion or more within months. The company raised money through Regulation CF crowdfunding and has more than 64,000 shareholders, positioning it, in Novaes’ opinion, as a way for everyday investors to get in before the public listing rather than after.

His warning: this is a concentrated market. About seven border labs make up most of the demand, so companies that depend on one or two of those clients run the real risk of client concentration. He points to diversified revenue, not just data authorization, as a sign of a strong business model.

Either way, the fix made one thing clear: data has a price now, and someone has to pay for it.
