A charter bus driver has been charged after allegedly causing a fatal crash in Virginia that left five people dead.
Jing S. Dong, of Staten Island, a New York-based driver and a non-English-speaking citizen from China who received his commercial license in 2024, has been charged with two counts of involuntary manslaughter and has additional charges pending, Virginia State Police said Saturday.
Dong allegedly rammed an SUV in front of his E&P Travel bus on the southbound lanes of Interstate 95, causing the driver to collide with another vehicle around 2:35 a.m. Friday in Stafford County.
A girl and a boy, who were in the car before the one that was hit by the bus, died with their parents after the car they were traveling in caught fire.

A small-town VIRGINIA mayor has reportedly been arrested for showing up drunk to self-examination training.
The woman has been identified as Priscilla R. Mafalda, 25, of Worcester, Massachusetts.
“The initial investigation indicates that traffic was moving slowly southbound in the oncoming work area. The bus, operated by E&P Travel and traveling from New York City to Charlotte, NC, failed to slow down for traffic and struck a Chevrolet Suburban,” police said in a statement. “The Suburban was then forced into the Acura SUV and other vehicles. The bus also hit other vehicles.”

US Transportation Secretary Sean Duffy on Friday revealed that Dong is an American citizen from China and does not speak English, which is against federal rules for bus drivers who must be able to speak and understand clearly to do their jobs safely.

“It’s unacceptable. That’s exactly why we’re holding states accountable, imposing traffic laws, and cracking down on drivers who can’t speak English,” Duffy wrote in X. “If you can’t be properly trained, read our road signs, or communicate with law enforcement, you have no business driving a bus.”

Duffy added that the Department of Transportation is investigating, “New York license records, training documents, and driver history. Any company, trainer, or school involved in putting an unqualified driver on the road will face a thorough investigation.”
